Point three of the Final Agreement for the Termination of Conflict and the Construction of a Stable and Lasting Peace, signed between the national Government and the FARC-EP guerrillas, contemplated a Tripartite Monitoring and Verification Mechanism (MM&V) for the verification of cease fire and bilateral and definitive hostilities.
As a result of the experience of accompaniment to the MM&V, which lasted almost a year, the report The bilateral cessation: beyond the fire is published, which presents an analysis of the impacts of the implementation of point 3.1 (Agreement on Cease fire and Hostilities Bilateral and Definitive and Leave of Arms between the national Government and the FARC-EP) in the local communities where the ZVTNs and the PTNs were located.
This document addresses three aspects. First, it analyzes the impacts of the installation and adaptation process of the ZVTNs and PTNs in the local communities that received them. Secondly, it reads the successes and difficulties of this process and, finally, presents a broader reflection on the necessary accompaniment of civil society to the implementation of the Final Peace Agreement as a whole, as well as experiences similar separation of forces and cease to fire.
It is important to emphasize that for this work the Accompaniment Committee had the support of the Swiss Embassy in Colombia, which became an important ally for our relationship with different actors and for carrying out the proposed activities.
